In many cases irrigation schemes suffer from deficient institutional arrangements for maintenance provision. This Guide is about how to achieve maintenance provision in irrigation systems. Abstract

This survey examines the correlation between land- and water use as well as the increased competition between different ways of utilization on the background of the rising shortage of water and land. It comprises a typologisation of water rights systems and their institutional inclusion with regard to economical efficiency, social redistribution effects and ecological sustainability. The study derives policy recommendations from the analysis, in which the “demand management” on the regulation of entitlements to disposal and the configuration of allocative mechanisms have priority. It takes a global approach with case studies on Chile, India and South Africa.
