This book is based on the observation that in irrigation projects technical aspects are often overemphasized at the expense of social and institutional aspects (i.e. the "Irrigation Management"). Huppert and Walker develop a grid for the classification of irrigation systems on the basis of two main criteria: system status (differentiated by factors such as irrigated area, number of water users, etc.) and management uncertainty (including aspects such as secure availability of water resources, complexity of the system, presence or absence of irrigation tradition). From this matrix, suggestions for appropriate organization forms of irrigation and support requirements are derived by development cooperation.
