Abstract
|
This study looks at maintenance in the context of the service provision by the “Compagnie d’Aménagement des Coteaux de Gascogne” (CACG) in Southern France. The study shows in detail how to conduct an analysis of governance for maintenance provision. As such, the study illustrates the approach to governance analysis described more in detail in MAINTAIN Module 6. Governance analysis is carried out here for three different intervention areas of CACG: for operation and maintenance of the Neste canal system; for operation and maintenance of franchise perimeters (“périmètres en concession”) and for user-managed systems. An important conclusion that can be derived from the analysis presented in this study is that governance mechanisms should not be regarded – as is often the case – either purely from a market-oriented or state/hierarchical position or solely from the perspective of self-administration/cooperation. The different operating systems presented in this analysis show that, in each case, market-related, state as well as cooperative governance mechanisms are all brought to bear within the scope of a single service system. Thus, the authors make a plea for a ”multi-governance” approach to maintenance systems.
